your window is not fully visible - the buttons are at the regular position in the title line, but that title line is above the line visible in your screenshot.
There are button shortcuts on the keyboard that can be used in such cases, please check the windows help (I don't know them at the moment, they're not part of the program but part of regular windows functions).
The resources are in the steam folders. Right-Click on the Program name in Steam, then select Properties, Local files and "search local files" and then the DLC folder (might be named differently for you, my steam is in German and I don't know the exact wording in other languages)

The problem is that is all my screen.
the blue part in the screen is my desktop area.
Looks like that was drag the screen to the top, this is because the buttons tomaximize or close is not there.
Thats screeshot is all my desktop.

@joão fa*gner yes, I knew that before I wrote my answer above - you can't use the mouse to change the window size, that is why I redirected you to use the keyboard to change the windows size. Windows has keyboard functions to replace every single function possible by mouse pointer, and those will work because they're independent of which buttons you can reach with the mouse.
I just can't tell you which keyboard parts to use because I don't remember them, that's why I told you you have to check windows help for which keys to press on your keyboard.
EDIT: Alternatively you can change the taskbar properties to autohide the taskbar, that will give you the additional cm of desktop space to redirect and move the window.

This information was first tested with windows 7, but works on future versions of Windows too.
With MV active, press Alt+Space and a menu should appear.
From that menu, select Maximize to hopefully make the window fullscreen.

Are you on a 1024x600 resolution? Please be aware that RPG Maker MV's minimum system requirements state you need a resolution of 1280x768 or higher. While you may be able to get it to work with what people have said above, you may well find you have issues with other parts of the engine (I know you can't view the script editor in RPG Maker XP, for example, but have never tried to use MV on such a small monitor).

Their screenshot size is 1366x768 which is the same resolution that works fine for me.

This information applies to Windows 7 but it's actually similar enough to Win10 so you might as well try.

Hello, I found a bug in the Multi-Hit function in the Tons of Addons script. Multi-hit items will be consumed per hit on the target, and multi-hit skills won't work properly if your SP is low enough.
Thankfully, fellow user KK20 found a fix for this issue.
